Australian rooftop PV safety standards under fire in new report

In my home the installers have installed a DC isolator on the roof as well as the one beside the inverter , I have never seen the logic other than the possible need for testing the DC cable from the roof to the other DC Isolator. Given that DC switching is prone to arcing , I would have thought the fewer weak points in the wiring the less chance of fire.
